Lynn Troy, Chief Executive Officer


Lynn Troy is the co-founder and CEO of Troy 7, Inc. Lynn has over 30 years of experience in missile flight testing, with 19 years at Teledyne Brown/Teledyne Solutions and 11 years as Troy7’s CEO. Lynn’s career has focused on signature phenomenology and maintaining the latest intelligence assessments of threat systems with regard to weapon system flight test target requirements. As a result, Lynn has managed the technical and schedule requirements for more than fifty (50) successful target launches supporting Aegis BMD, THAAD, ABL, and LTPO.

Lynn holds a Bachelor of Science Degree from the University of Alabama Huntsville in Electrical Engineering and gratefully benefitted from the UAH Cooperative Education program.

Lynn is currently serving on the Huntsville/Madison County Chamber Board of Directors, the Chamber Finance Committee, the 305 8th Street Board of Directors (Secretary), the Habitat for Humanity Board of Directors, the Community Foundation’s Women’s Endowment Advisory Board, and the Burritt Advisory Council.  In 2018, Ms. Troy was incredibly honored to receive the Russell G. Brown Executive Leadership award during the Huntsville Small Business Awards and to be recognized as one of Alabama Media Groups 2018 Women Who Shape the State. In 2013, the Women’s Economic Development Council honored Ms. Troy in the Technology Category at their Women Honoring Women event.  Ms. Troy is a graduate of the Huntsville/Madison County Leadership Flagship Class (L29) and has volunteered as a day-team chair/co-chair for the L30 and L31 classes.  Ms. Troy resides in Huntsville, Alabama with her husband, John Troy.  The Troy’s have four (4) children and six (6) grandchildren.

John Troy, Chief Scientist

John Troy is the co-founder and Chief Scientist of Troy 7, Inc. John has 31 years of experience in missile flight operations, with 20 years serving as the Program Manager of the Teledyne Flight Analysis and Simulation Team and 11 years as Troy7’s Chief Scientist. John has participated in more than 150 flight operations for the Missile Defense Agency, United States Army Space and Missile Defense Command, Naval Surface Warfare Center, and NASA. His experience covers the full spectrum of missile flight operations from the Space Shuttle to Tactical Missiles, Target Missiles, Interceptor Missiles, Sounding Rockets, Payload Delivery Vehicles, Cruise Missiles and Manned and Unmanned Air Breathing Targets.

As an owner of Troy7, John and his wife, Lynn, have built a highly technical team of scientists and engineers headquartered in Huntsville, Alabama.

John holds Bachelor of Science Degrees from the University of Alabama Huntsville in Mathematics and Computer Science.

John resides in Huntsville, Alabama with his wife, Lynn Troy.  The Troy’s have four (4) children and six (6) grandchildren.  John enjoys playing golf, hockey, and motorcycle riding in his spare time.

Patty Gargulinski, President




Patty Gargulinski is the President of Troy 7, Inc. She has 35 years of experience in defense and aerospace programs – 9 years in Industry and 26 years Government. Her industry experience is in business development, site and staff management, operations, and contract management. Her government work was in engineering and management and spans the acquisition life cycle with field, headquarters, program office, and Pentagon experience. Patty held positions in engineering, test and evaluation, operational system support and sustainment, program protection, acquisition, contract and program management. She was a former member of the Senior Executive Service with the Missile Defense Agency.

Patty holds a Bachelor of Science Degree from Georgia Tech in Electrical Engineering. She is Defense Acquisition Workforce Level III Certified in 3 fields: Program Management, Test and Evaluation, and Systems Planning, Research, Development and Engineering.

Patty and her husband Tom have two children. In her spare time, Patty loves challenging workouts and hiking, cooking, gardening, and hunting.



Richard Lemke, Executive Vice President




Richard Lemke is an Executive Vice President at Troy7 currently working as a Senior Engineer supporting the Missile Defense Agency. Prior to joining Troy7, Richard worked for Teledyne Solutions and Teledyne Brown as a Systems Engineer. He has supported the Target community in Huntsville for over 18 years and has worked on more than 100 missions in that time. His support has covered all aspects of Target development from the initial design phases, to supporting the buildup of Target vehicles, to supporting launch operations and through the post mission analysis of flight data including participating in several FRBs.

Since joining Troy7 in 2008, Richard has become a key member of the Troy7 team. His responsibilities at Troy7 include; Facility Security Officer, ISSM, IT support and Facility Manager. As a senior executive of the company, he is constantly striving to make Troy7 a successful company supporting our customers with the best employees while maintaining the company’s family atmosphere.

Richard was born and raised in Huntsville, AL and graduated from Auburn University with a B.S. in Electrical Engineering.

When not working, Richard loves to spend time with his wife and two kids. He enjoys Triathlons, SCUBA diving, snow skiing and vacations with his family.

Allen Huang, Chief Engineer




Allen Huang is the Chief Engineer of Troy 7, Inc. Allen has over 30 years of experience in missile/rocket systems, with 25 years at Teledyne Brown/Teledyne Solutions, and has served as Troy7’s Chief Engineer since 2010. Allen’s career has focused on Guidance and Control (G&C) of missile systems and specialized in the Six-Degrees-of-Freedom (6DOF) model developments.

His work experience includes the NASA Spacelab/Space Station Payload Integration and Operations as well as Missile Defense Agency (MDA)/Target and Countermeasure (TC) programs. Allen serves as the lead G&C engineer of the MDA/TC Engineering group. He has developed 6DOF models for the majority of the target vehicles, performs trajectory designs, and is in charge of all target vehicle trajectory analyses.

Allen was born in Taiwan, moved to the United States in 1979 to pursue his graduate degrees at the University of Tennessee. He earned his Master’s in Aerospace Engineering in 1980 and his Ph.D. in Mechanical Engineering in 1984.

He is married to Jeannie Huang and they have four children.
